Housekeeping has very strict rules about moving guests belongings, so unfortunately they were not able to make your bed because your clothes were left on there and they are actually not allowed to move YOUR items for your own security and peace of mind (they would not want to lose, misplace, or break anything precious to you). They clean around your personal items in the bathroom as they are personal. They also did not take the money because it was laying on the bed and it was not clear to them it was intended to be a gratuity. I apologize for the misunderstanding, and hope that everything else was great during your experience!
