One Central Hotel
The hotel is in the historical downtown area of Cebu. You will find many guests from overseas. However the area around it is a not rough. We didn’t find the breakfast appealing either.

Shangri-La Mactan, Cebu
Huge resort, popular with Korean guests. Comfortable, although a bit dated suite with a nice ocean view (unfortunately, it was rainy). Breakfast buffet with many good options, although very crowded. Much more quiet in the club lounge on the eighth floor.

Seda Ayala Center Cebu
Staff are amazing, wifi great. Club class is great. Breakfast they can do better. Didn’t like the fact the pool was closed down.
