This is because there is no fresh water source on the island so each home harvests rain water to use in the home. The water is stored under the house in large tanks. But why white? The white used to be from lime mortar that has anti-bacterial properties, now the the roofs are painted white which reflects UV light from the sun and helps purify the water.
