It looks weird from the outside but this is generally undertaken intentionally, especially in South America to deter locals and keep the premises safe. The entrance to the property is a single doorway on a busy one way street which you might not see if you aren't paying attention because there is no signage. "This place is not for tourists, it's house with rooms in it. You can't walk from town. There are lots of street dogs, no proper road. It's next to the highway on the other side of Paracas, which is far from tourist areas. I left after checking in."

"I've got little trouble bringing guest to my room so it is advised to heck with the hotel before if it is permitted. Make sure to request a lower floor because the higher up the less pressure the shower has, I was in the 7th floor and it was dripping from the shower. "
